Workforce Development Manager, VALOR

Reports To: Executive Director of VALOR

 

KSTC: 

Kentucky Science and Technology Corporation (KSTC) (www.kstc.com), a statewide independent and innovative 501(c)(3) non-profit leader in developing and managing creative initiatives in education, entrepreneurship, disruptive R&D, and economic competitiveness, seeks a Workforce Development Manager for the VALOR program.

 

VALOR Overview:

VALOR will assist veterans and transitioning service members from around the country gain meaningful employment in Kentucky, utilizing the accelerated occupational pathways achieved by the preceding program, KYVALLO (www.kyvallo.com/). The program will concurrently work to establish workforce partnerships and fulfill career openings throughout the Commonwealth.

The Workforce Development Manager will lead the efforts in building a network that includes both Kentucky employers and organizations that coordinate with employers ready to employ veterans and transitioning service members. The Workforce Development Manager will be a key member of the team, coordinating closely with the Veteran Recruitment and Development Manager, the Program Case Manager and the Executive Director.

 

Responsibilities and Duties:

Develop Workforce Partnerships:

  • Develop and maintain a list of contacts who may have the interest and ability to support VALOR’s workforce mission. Create and implement a strategy to approach and build relationships with each of these individuals/agencies.

  • Construct a pipeline of workforce referral sources.

  • Create and implement a strategy to approach/establish/maintain relationships with workforce agencies, corporate partners, public/private entities, and businesses integral to VALOR goals and objectives.

  • Create and implement a strategy to approach/establish/maintain relationships with workforce agencies, corporate partners, public/private entities, and businesses that align with KYVALLO accelerated pathways.

  • Formalize strategic partnerships/MOAs with hiring entities to further ease VALOR objectives and recruitment goals.

  • Develop and update a list of Kentucky-specific job opportunities and implement a strategy to acquire, organize, and market the compilation of careers.

  • Pursue strategic job fair opportunities throughout the commonwealth to promote VALOR goals and objectives to both prospective workforce entities and veteran applicants.

  • Stay abreast of emerging workforce needs, relevant public policies, and industry-specific requirements and opportunities.

 

Work cooperatively with KSTC’s Director of Marketing to:

  • Promote the public identity and image for VALOR to specifically appeal to workforce/military partnerships. This will require “selling” VALOR goals and objectives and weaving a comprehensive and cohesive approach to mutual partnerships with workforce entities across the Commonwealth.

  • Target KSTC’s marketing and PR efforts to a broad array of constituents:

    • Veteran/Active Military Sources

    • Corporate partners

    • Private partners/workforce development agencies/unions

    • Recruiting partnerships

      • Create and implement a sales and marketing strategy for the following VALOR categories:

    • VALOR purpose and mission

    • VALLO accelerated pathways

    • Kentucky as a relocation destination

    • Careers/business opportunities via VALOR workforce partnerships

      • Strategize and create traditional/digital marketing mechanisms to promote:

    • VALOR Program

    • Career Offerings of workforce partnerships

      • Develop creative, qualitative storytelling and data-driven, quantitative reporting as methods for communicating VALOR successes.

      • Create similar deliverables in efforts to market/highlight VALOR workforce partnerships.

 

Administrative Duties:

  • Implement and regularly update VALOR/workforce development news, success, and image, through traditional and digital marketing, public relations and social media.

  • Maintain workforce-related metrics and upkeep database (including information pertaining to workforce partnerships, career opportunities/pre-requisites/salary, location/s, etc).

  • Contribute to quarterly reports, tracking and analyses of workforce metrics, and deliverables to state and military stakeholders.

  • Assist VALOR/KSTC leadership in other ways deemed central to the overall development and ongoing success of operations.

 

Skills & Experience:

To be successful, the Workforce Development Manager must have strong abilities in sales, traditional and digital marketing, and relationship building and development. The individual must have the ability to understand, represent, and market (a) a diverse set of accelerated career pathways and (b) the value of employing veterans. This individual should excel in their ability to influence, collaborate, build relationships, creatively partner and close. The Manager must have strong abilities in building and managing a network of outside contacts/referral sources. A combination of creative abilities and technical prowess will be important. A candidate with established relationships in these spaces, across Kentucky, is a plus.

  • Preferred: Bachelor’s degree in related fields

  • Preferred: Minimum three years of relevant experience

  • Preferred: Experience in HR or Recruiting

  • Required: General proficiency in database utilization

  • Required: Ability to work in the United States

 

Salary:

$50K to 60K/year + full benefits package, including paid leave, health, dental, eyecare and life insurance, and retirement benefits.

 

Location:

In general, the position will be based in Lexington or Louisville, spending approximately 2-3 days/week in a KSTC office. Due to the statewide nature of the job, the position may require regular travel to stakeholder locations or job fair opportunities throughout the state of Kentucky.
